I think "Special Topics" is universal college code for "everyone would rather go to Detroit than take this course."

Where I went to school, "Special Topics" was code for "You have to be registered for 9 hours for your tuition waiver to kick in, but since you only need to take 6 hours of classes, this is a kickback to the department." So that the department chair can go to Detroit, I think. ;-)
